Taipei District’s Soil and Groundwater Pollution Investigation and Verification Project

In order to prevent soil and groundwater from contamination, the local competent authority must regularly investigate and exam the quality of soil and groundwater in its own jurisdiction and deal with people’s pleading. Thus, Taipei Environmental Protection Bureau (the “EPB”) has been continuously monitoring the potential sites of contaminated soil and groundwater in its own authority region, including Guandu Plane Agricultural Zone, Neihu Refuse Incineration Plant and Xinglong Elementary School as well as underground storage tank (UST). Additionally, the work of inspection, verification and control measures has been implemented over restrained contaminated area. The EPB has commissioned Pro. Vision Environmental Engineering Corporation (PVEEC, the “team”) to be the chief executive of “2019 Project of investigating and verifying contamination for soil and groundwater in Taipei City” (the “project”). All scopes of work in the project has been accomplished and every assignment was flawlessly on schedule. Hereby the final report is submitted to the EPB following its inspection over the work. Reviewing the known results, those onsite monitoring wells with higher ammonia, iron and manganese concentration were mostly at Guandu Plane Agricultural Zone, Neihu Refuse Incineration Plant and Xinglong Elementary School; whilst higher concentrations of arsenic appeared at Guandu Plane Agricultural Zone. Besides, a total of 48 monitoring wells have carried out monitoring well internal functions and external appearance patrol and maintenance. The team had maintained 4 groundwater monitoring wells external appearance, maintained 3 monitoring wells internal functions followed by camera shooting inside the well to assure of tidiness, and shifted 5 monitoring wells, etc.. The team has supported EPB to 100% report the situation of gas stations in Q1 2019, Q2 2019, and Q3 2019.In this year the team had also monitored seventy-eight gas stations in operation, and five of them went through the GC–FID analysis. The results showed that in Xinhai gas station and Formosa Chengde gas station giving potential of soil and groundwater contamination, therefore the team has carried out soil and groundwater investigation against the two gas stations. A total of seven soil samples and four groundwater samples were collected in the two gas stations. According to the investigation, the concentration of the pollutants in soil and groundwater did not exceed the controlling standard in both gas stations, showing that the potential of contamination is low. Apart from the two gas station, we have also investigated the soil and groundwater pollution of CPC’s Jianguo North Road gas station. The investigation showed that the concentration of TPH exceed the soil controlling standard, and the concentration of MTBE and benzene exceed the groundwater controlling standard, thus was proclaimed to be a controlling site by the EPB on November 27. Besides, an oil-leakage had happened in Laoquan river on the July 3, and the investigation on July 16 showed that the concentration of TPH was below the detection limit, showing that the potential of contamination is very low. In addition, the team carried out pollution contingency planning against two bus termini, which were Southeast Bus Neihu station and Airbus Chunghua Tech. university station. The investigation showed that the concentration of soil TPH in Southeastbus Neihu station exceed the controlling standard, and was proclaimed to be a controlling site by the EPB on April 9. On the other hand, the concentration of the pollutants in soil and groundwater of Airbus Chunghua Tech. university station did not exceed the controlling standard, hence we can conclude that the risk of contamination is low in this site. The team interviewed eight car maintenance industries this year, which were Mercedes-Benz Nangang office, Capital Bus Shihlin and Neihu terminus, Taipei Motor Neihu branch, Fu-lun Motors Co., Ltd. Nangang service center, Taipei Bus Minsheng terminus, Mingsheng Motors Co., Ltd. and Kuang-Hua Bus Donghu terminus, respectively. Thirty-six soil samples were collected from the field of “Farmcity” plan in Taipei city. After the laboratory analysis, none of the heavy metal concentration has exceeded the farmland monitoring standard. The team held two workshops, which were focusing on UST regulations and water pollution control regulations, and were attended by total of 129 people. As for the elementary school education, the team gave eight lectures for the students to promote environmental protection, and delivered two lectures to schoolteachers for inspiring them with environmental education. The two kinds of lectures were attended by 489 students and 45 teachers, respectively.
